The modem's NO CARRIER response here is entirely inappropriate. It's
supposed to say "OK". Now, we could make an alteration to the code to
accept NO CARRIER here as if it were OK, but that's no guarantee that
you won't have other problems elsewhere - and you probably would.
So I would suggest contacting the modem manufactuer and seeing where you
get with that. Otherwise, you may need to try a different modem.
