I'll include the solution here for others that might stumble into this problem.
Setting RingsBeforeAnswer: 0 for the send-only modems and ModemReadyState: D for the receive modem did the trick. This information was found at

I've been trying to configure HylaFAX so it receives on one modem, and sends
on the other. What I have achieved so far is that HylaFAX tries to send on
both modems. Receiving is OK.
So what I an trying to achieve is that one of the modems will not be used for
sending.
I've installed hylafax-4.3.1 from source on FC6 X86_64.
ttyS0 - Receive ttyS1 - Send
Is there a way to specify in config.ttyS0 that this modem should not be used
for sending?
I'm looking forward to get this solved, as I've been struggling with this for almost a week now :-)
