[hylafax-users] Destination Controls not working?

Yesterday I added to etc/destctrls the following line:

\+1.304.235.6702  RejectNotice = "Do you really want to send this?"

All of my outgoing lines have in etc/config.ttyM?:

DestControls:             etc/destctrls

However, hylafax is still trying to send faxes to the above number.

What am I doing wrong?
