HylaFAX has never had any support for DESTDIR.  HylaFAX doesn't use
autotools/autoconf/automake.

If you want similar functionality, HylaFAX has always supported
"INSTALL_OPTS".  Specifically, look at the "-root ROOT" option to
port/install.sh
