company, so I have to assume that leading 0 is coming from the driver.
Anyone else seen this and know how to get rid of it?

This does seem to be a 'feature' of Eicon's TTY driver (not sure if it happens under CAPI or not). We generally either strip off the leading digit in FaxDispatch or make sure anyone/anything using that value expects the prepended 0.
