I decided to use Packetel.com, they provide unlimited inbound faxing for
$4/mo, and that's pretty much all I needed

My suggestion as well.  I used HylaFAX with an external Zoltrix 56k
modem for a long time, never had any problems.  It looks almost exactly
like Ebay#6893130867, but was grey and 56k.

If you don't need anything but really basic send/receive I've found most
modems to be pretty reliable.

Of course you can get used Multitech ZDX modems on ebay these days too,
those have also been rock soldic. Like Ebay#9740887969 or #103000817837
