In my experience, yes, unless you use a software modem or are extremely
light on RAM (and even then, it'll probably work fine.)

You may want to take a look at distrowatch.com to see what works for you. 
Of your choices, all three should work perfectly well (I'm assuming you'll
avoid installing GUI desktops.)  My own preference is for source-based
package managers (e.g., Gentoo or FreeBSD.)

Definitely. I'd question whether you actually have hardware capable of
1000 times the speed of the usual 100 megabit network, but heck, even 10
megabit is ample.

Ewww.  On this I'll give you a probably, but if you were to invest $20
anywhere, this is where I'd spend it, and get a cheap external rockwell
based RS232 modem and save myself some headaches.
