faxcover has a -D option...

 -D format   Use format as the formatting specification passed to 
strftime(3) when generating the time and date placed on the cover page.

However, sendfax doesn't have a way to pass this option to faxcover.  So 
use faxcover first to create the coverpage, and then use the generated 
coverpage in addition to your other documents in a subsequent 'sendfax 
-n' call.
