Thanks for the very useful trace. In the call setup section, you can see:

This looks suspicious, you're dialing '0' as the destination. Looking at the HylaFAX log, we see:

which helps me understand the problem. ISDN dialing strings aren't tolerant of special characters like "," and "@". You must be adding them in either the dialing rules or the ModemDialCmd config option, and you must not do that. When dialing on an ISDN circuit special care must be taken to format the dialstring correctly (according to how the switch wants it).

sorry but I have no knowledge at all of ISDN protocols :-(

I recommend you use Eicon's 'xlog' utility in /usr/lib/eicon/divas to see what's happening at the ISDN level. It's possible your switch is disallowing or otherwise rejecting outbound calls. Combine this with trying to get it to dial your mobile, or a phone near you, and you should be able to learn a lot about what is going on. You may need to involve the telephone company, and a healthy knowledge of ISDN protocols and in particular cause codes would not hurt!
