I believe it is "FaxDispatch" that does that.  

"FaxNotify" is supposed to work with "notify", customizing the latter's behavior and
affecting sent FAX replies.

FWIW, due to some suspected hardware issues, I have reinstalled on different hardware
(same mainpine board), except now using hylafax 4.3.0.  Still on SLES9.

Same behvior, no attachment with the notification to sender.
