You're attempting to use faxmail for something that was beyond its 
design.  faxmail was designed, basically, to be able to transmit what 
would have normally been an e-mail message (message body included) via fax.

What you probably really want is to just write some very simple shell 
code taking the mail from your MDA, decoding the attachment, and then 
faxing the attachment with sendfax.
