If your country is really anal and you keep having blacklist problems, then you should set the country of the modem to something else, pick one at random it doesn't really make any difference. Most European countries have no blacklist control.

The only side effect is that the modem may not be able to detect dial tone, thus if you try to dial you may get a "NO DIALTONE" message from the modem. To solve that just add:

ModemResetCmds:         "ATX3"

in your etc/config.yourmodem. The X3 command tells the modem to ignore dial tone.

That will by-pass any blacklist stuff imposed by the modem.
