In some countries there are laws that restrict the ability to make 
unattended fax calls using fax modems attached to computers.  The modem 
reports this by a "BLACKLISTED" response after dialing, and if you're 
getting this then you're either running into a deliberate blacklisting 
attempt by the modem - or an accidental one (a modem bug).

In order to know how to disable blacklisting or clear the blacklist 
you'll need to check the documentation for you modem.  Perhaps just 
power-cycling the modem will resolve the issue.
