'make distclean' returns the build directory to the state that it was in 
before any configure, make, or make install was run.  Someone running 
from CVS will not always want to run 'make distclean' before running 
'make'.  However, as DestControls was recently removed from CVS and 
replaced with JobControls a 'make distclean' became requisite.

I'm not sure how to properly alert a CVS user to when they may want to 
or may not want to run 'make distclean' or 'make clean'.
