Well, for the most part anything is better than a USR. :-)

I think that the best modems... the ones with the best manufacturer fax support are going to be MultiTech (5634 series) and MainPine. However, most modems with Rockwell/Conexant K56 chips do quite well, except they don't support V.34-Fax (SuperG3). Some linmodems even work quite well (in particular the Lucent and the Conexant-Linuxant).

Stay clear of modems with USR/3Com/TI or Cirrus Logic chipsets. Those seem to be the more problematic ones.
