This looks like a USR modem. Is it? If it is you can probably work around the modem firmware problem you're hitting here by setting:


 Class1PPMWaitCmd:       "<delay:7>"
 Class1TCFWaitCmd:       "<delay:7>"
 Class1EOPWaitCmd:       "<delay:9>"
 Class1SwitchingCmd:     "<delay:7>"

In your modem config file.
