Here's the problem.  HylaFAX doesn't know what to do with 
"MESSAGE-WAITING" as a response to ATDT.

Look in your modem manual and see if you can disable this feature.  I 
would start looking at the "ATX" AT-commands.  Then you'd want to 
include the relevant portion of the command into your ModemDialCmd or 
(depending on the command) ModemResetCmds.

If that doesn't get you anywhere I would suggest that you try this setting:

 ModemDialCmd:  ATX3DT%s
