There is such a thing as a ioctl RING indicator. It's possible that the device driver is signalling RINGs through it. However, HylaFAX isn't currently well-suited to monitor it.

If faxanswer works... then either your RingsBeforeAnswer setting is at 0 or your modem is not reporting RINGs to HylaFAX.

If you open the modem in minicom and watch an incoming call do RINGs appear?
