My perusal of the faxsetup script indicates that yes, it should have changed... probably to /sbin/agetty. (It's probably non-consequential either way, though.)
I built mine from FreeBSD's ports system. Not sure though if you would call it a distribution-build.
Are you running a distribution-build of HylaFAX or did you build from tarball? If you're running a distro-build then maybe they changed the default to be what you see.
