modems do function just as well (and some even better) than digital.
You can have "noise" appear on digital lines just as easily as on analog.
In some situations it may actually be less-expensive to deploy digital
equipment, however (six 8-port RockForce cards may likely run more than
a dual-port T1 faxmodem)... especially if the digital infrastructure is
already deployed (saving the additional expense of channel banks).
However, the long term cost of ownership could still be less for analog
if comparing well-supported, well-functioning analog devices against
poorly-supported, poorly-functioning digital devices.
