Search the archives. You should find similar questions and answers.

faxrcvd and notify use a program like mimencode or base64-encode to  
encode the attached file. The name of the program is stored in a  
variable MIMENCODE during faxsetup.

Maybe you don't have such a program installed or the variable MIMENCODE  
does not point to the right program.
