I don't think the ATX* commands are useful with an ISDN line. The "modem" does not listen to signals like dialtone or busy tone. Instead it will get all information in digital form.

Maybe there is something wrong with the ISDN line or your PBX configuration.

If your Eicon software does not have a logging or debug option I suggest you use isdnlog to see what's going on when hylafax tries to dial out.
