"Is "Running and idle" inaccurate or misleading?"

I believe so.  If I disable a modem for whatever reason, phone line
problems, testing, etc...  it sure would be nice if faxstat
told me that it modem can't send or receive.  I suppose I'll file it
in bugzilla.
