It can't -- but in some installations, the feature in question may be
seen as entailing more risk than its benefit is worth.
(I've also made all scripts and script-sourced files non-writable by the
fax user -- standing alone, the permissions on hosts.hfaxd is of course
not enough of a change to be useful).
