Generally you can find the listing of local (and sometimes
long-distance) prefixes in your area code(s) by looking in your
telco's telephone book (but many times these don't have
wireless/cellular prefixes listed, and so you have to...) or by
calling your telephone company and asking them to send you a list
directly. (And, because you're probably dealing with that kind of
company, you may have to call a dozen times before you reach someone
who will actually help you.)

This web site http://members.dandy.net/~czg/lca_index.php was very handy
for getting the list of which exchanges are local. It seems to cover
all of North America and seems right up to date with respect to new cell
phone exchanges etc.
