With
RETURNFILETYPE=pdf
the user who submitted the job should get the document attached as PDF  
_if_ he receives a mail.

SENDTO is only for FaxDispatch/faxrecvd not for FaxNotify/notify.

NOTIFY_FAXMASTER=always means that FaxMaster will always get a  
notification _without_ an attached document.

The notification mail to the user who submitted the job will be sent if  
the user requested it and to the address found in the queue file, so  
the client must specify a valid email address.

In WHFC you have to specify in the User preferences if/when you want to  
receive E-Mail and the E-Mail address.
I don't know sendafx.pl.
