Is RingsBeforeAnswer set to 0 ? If CallIDAnswerLength for SHIELDED_DTMF is set to 7, then it shouldn't be answering yet, in your logs unless RingsBeforeAnswer is set to 3.

Furthermore, you need to have these:

 ModemRingResponse:  AT+FCLASS=8;H1
 ModemRingsBeforeResponse: 2
 ModemAnswerCmd:  <delay:100>AT+FCLASS=1;A
