This was answered already... see /etc/aliases.

I don't know about webmin.  There is no way to add/remove users or to 
edit FaxDispatch from the hfaxd protocol.  So if there is an 
administrative utility to be found this way, it's probably a web-driven 
app of some kind.  I know this may sound unusual to someone accustomed 
to Windows administration, but I prefer just editing text files to 
GUI-thingies.

The one that works best for you.  There are a whole slew of clients out 
there - in part because they're relatively easy to write.

<unspecified> refers to subaddressing found in the fax protocol.  See 
SUBADDR in 'man faxrcvd'.  Subaddressing was a very ingenious way to 
accomplish routing within the fax protocol itself.  Think about the 
sender dialing your phone number, then "#" and then a 4-digit 
subaddress.  Unfortunately, most senders (fax machines) can't send 
subaddresses.
