Clearly the config file you are using is not optimal for your faxboard.

Have you tried conneting to that number directly using minicom or cu?
If you don't do it you won't know if this is an hylaFAX problem or not.

Are you sure a 20 digit number, not starting with 0 (I think you use 0
for intl calls, right?), is a good number?
