As your VSIFAX in Class 2.0 works while it doesn't in Class 1 with 
HylaFAX, I expect that it could be "fixed" by adjusting the 
Class1*WaitCmds (usually making them longer).  See 'man hylafax-config'.

Switching to Class 2.0 for all calls probably isn't the best of ideas, 
as you're only bound to run into more problems that way.
