try to find more logs. Maybe you can start isdnlog and check it's log file.
Did you try different fax numbers?
I once had such an error message when the remote fax did not answer. In isdnlog I found this message:I found this in logfile capi4hylafax when I use c2faxsend from commandline:
HANGUP No answer from user (user alerted) (Public network serving remote user)

Probably this problem was caused by a wrong configuration of the remote PBX. The remote fax did not accept connections with service indicator ISDN-FAX-G3. After changing my config.faxCAPI fromThis option is and was 0.
UseISDNFaxService: 1
to
UseISDNFaxService: 0
this error disappeared.
