Hylafax would have to be calling c2faxsend, it's obviously having
problems at this stage.

When you are using WHFC have you entered a valid email address for
notifications and have selected "Send E-Mail Always"?

You should get a better idea of what is happening if you do.
I print a file to WHFC and it ask me for the recipient fax number.
Then the fax is queued, but the recipient fax doesn't ring (so the fax
number isn't dial). Nothing happened: I can't get any information from
the log, and the job status doesn't change until I delete it.
When I delete the job from WHFC I receive this e-mail message:

Yes, after trying to send the fax I get "q21" in sendq/...
When I delete the job the "q21" file is moved in sendq/...

In the WHFC status window I *always* read these info:
HylaFAX scheduler on pico.blupixel.net: Running
Modem faxCAPI (+39.0461.268925): Running and idle
When c2faxsend dies it can produce some truly bizarre results in
hylafax. For example - submitting an unknown file format to hylafax will
result in c2faxsend saying it has sent the job but 0 pages were sent.
I think c2faxsend doesn't start... :-(
