You also mentioned that this is a common problem with the USR modem.

you be able to recomend something better?
For single-line analog modems I would recommend the MT5634ZBA-V92 for
externals and the MT5634ZPX-PCI-V92 for internals. Update the firmware
and run them in Class 1.0 with HylaFAX 4.2.0 or Class 2.1 with 4.1.8.
