You'll need to look through your sendmail logs to find out what exactly 
is going wrong.  It appears somewhere a directory doesn't have the 
proper permissions, most likely in /var/ somewhere.  I don't use 
sendmail so I can't look into it for you.  Another option is googling 
for "queueup: cannot create queue temp file" but a quick looked showed 
to much noise.  Finally I would check out the support with your Unix 
vendor, I'm sure there is a users mailing list somewhere.
