Would switching it to a Class 1 configuration allow me to configure it or
remove the problem of using the Class 2 ECM firmware? The modem is
currently configured as Class 2.0. Would a different style of modem fix the
problem because it would not use the same Class 2 ECM firmware? One answer
I am looking for is if the problem is with the modem firmware specifically,
the Hylafax software specifically or a combination of both?

It probably means that the modem's Class 2 ECM firmware got caugh in a
very lengthy ECM process, probably involving CTC, and it's all hidden
from us.
Arguably HylaFAX should wait longer for Class 2 ECM pages, but *how*
long to wait is the question? ECM protocol can, in theory, go for
hours.
I don't think that this is configurable.
