Why?  Do them in etc/config.<devid>

Because you didn't change the modem configuration file.  You changed 
the prototypes.

For sending, yes, restarting is unnecessary since the values will be 
re-read upon modem initialization before sending.

Yes, it's probably the same problem, just a different manifestation of 
it.
