ModemResetCmds in your config file.  See 'man hylafax-config'.

Be cautious.  There is a 9600 baud in V.17 and V.29.  Perhaps the 
restriction by your VoIP layer is because it doesn't support V.17... if 
that's the case, then hopefully your modem will interpret a limitation 
to 9600 bps as a limitation from V.17.
