If you give lspci the '-v' flag it will tell you what IRQ the device is on.  I haven't used a rocketmodem, but I can give some other general help.  Usually for pci cards the OS will handle the IRQ's, so you don't have to do anything.  You could try adding the irq flag to modprobe.

Do you know this is a good card?  Its worked recently before?  If so I'd look for an IRQ conflict.  Perhaps the rocketmodem can't share the IRQ and currently it is.  You can try moving the card to a different pci slot too.

Also wouldn't RHES support cover this?  I'd ask them how to get the module working.
