[hylafax-users] Blocking faxes by TSI

Running Debian with Hylafax - latest Debian binaries.

I've set 

       QualifyTSI: etc/tsi

In the 'config' file, and

	!Mean People

in the 'tsi' file.

Why am I still receiving faxes from the listed tsi's?
