Yes. In your case you'd want to apply it to the SRPM and rebuild.

All RedHat versions' are built from the same SRPM. In other words, you
can use hylafax-4.1.5-1rh7.src.rpm.

Yes. The modem's firmware is at fault here. Blame the USR.

It's unusual and highly characteristic of USR modems. I've not seen it
with other brands' but conceivably it could happen.
We didn't see this kind of thing until very recently, so given that OLD
firmware is seeing this problem, I suspect that something new such as
new Linux serial driver or a new fax machine model out there or
something like that has uncovered the USR firmware flaw.
You can try getting this resolved with USR technical support, but good
luck. I've never had any with them.
