Do you really need the = in the inittab (never seen it before but am a
newbie) also is the path correct for faxgetty?

I had run faxaddmodem ttyS0.

Did you add an entry for faxgetty at inittab and
reread it?
Yes I did.

inittab

># fax getty (haylafax)
>t0:345:respawn:=usr/lib/fax/faxgetty /dev/ttyS0

The modem takes on the line and doesn't call and any time ----- the line
is engaged.
