All you probably need, if I understand you correctly, is to turn on SMTP 
support in Exchange, then tell Sendmail that the IP address for your 
exchange server is its relay destination (don't ask me how; I hate 
configuring sendmail) and send E-mails with sendmail's command-line tool 
to see if they get there.
