seen in my etc/config.TTYS0:


# NB: If you need to prefix phone numbers to get through a PBX,
#     put it in the ModemDialCmd; e.g. "DT9%s@".
#

I added this and it works fine:

ModemDialCmd:           ATDT0,%s                # T for tone dialing
