1) Did you use faxsetup? 
2) If 1=yes, did it recognize the modem?
3) If 2=yes, you just need to change a line in config.<devid>
ModemFlowControl:       xonxoff
4) If 2=no, usually software flow control is &k4 when flow control is set
through &k<number>, but you would need to use
ModemFlowControl:       xonxoff
ModemSoftFlowCmd:       AT&K4
not playing with at commands directly

If 2=no, please send output of
probemodem <devid>
