By default there's no such a delay.
If you submit 2 jobs they will be tried as soon as possible, one after the
other if you have just 1 modem.
When a job fails, it's rescheduled in 3 or 5 mins (don't remember); so in
that case there's a delay.
You should look at system log or jobs log to see if there's something weird
going on.
