First off, most people should run their USR modems in Class 1.
That said, the problem you demonstrate is an inability of your modem to
support Class2PTSCmd. So the obvious thing to do would be to check your
modem's support of "AT+FPS=2" and modify Class2PTSCmd appropriately.
However, 4% good lines indicates a terrible problem elsewhere, and the
ERROR with AT+FPS may really only be a symptom of that problem (i.e.,
Class2PTSCmd may be just fine as it is). So you should check to see if
the modem cannot receive faxes from anywhere or just from this sender.
