This usually is a result of pdf2fax or ps2fax (Ghostscript) putting them 
there.  Probably indicating that the shade or color that contains the little 
black dots is really not white (#000000), and so Ghostscript is attempting to 
simulate the shade with those dots.

So, fix the image you're converting or bypass ps2fax.
