For AVM Fritz exists a CAPI 2.0 driver for Linux: CAPI4Linux. 
By may knowledge for all CAPI 2.0 drivers AVM has written a "CAPI4Hylafax"
driver.

All could be found under

For SuSE Linux since 6.3 you will find binaries, all other could be build
from source.

It includes also a pppd plug-in, so you should not need to go via modem
emulation.
