Really, you ought to refer to the actual /dev/ and not a symlink.
I.e., you should run 'faxaddmodem ttyS1' instead of 'faxaddmodem modem'.
Furthermore, just follow the default as Class 1, please.

Usually this is caused by faxgetty not being run.  In your case you seem 
to be trying to break every convention and use faxmodem instead, but this 
is not your problem... see below.

This is a problem.  Generally it's indicative of your modem being locked 
by some other program (you would have known this if you had used 'ttyS1' 
instead of 'modem').  So check that no other programs are using the 
modem.  Check that there is no other hardware conflicting with the modem.  
Check the modem before using it with HylaFAX (i.e. minicom).
