I remember having this trouble in WinFax. The modem does *not* squeal upon carrier detect, leaving the sender at the other end of the phone wondering what's going on. When I switched to my Linux solution using sendfax, it setup the modems appropriately. I'm sure there is a setting you can tweak to tell it to squeal until carrier goes high. Let us know what you find.
